Staying Ahead with ESOS Action Plans

As we move through the ESOS Phase 4 compliance window, staying informed about regulatory updates is crucial. Here’s a summary of the key developments from the latest ESOS newsletter, including new data releases, compliance progress, and a call for participant feedback.

Phase 3 Action Plan Data to Be Published This July

By the end of July, DESNZ will publish the Phase 3 Action Plan dataset, drawing from all action plans submitted by participants up to 5 June 2025. This dataset will include:

  • Organisation names
  • Proposed energy-saving measures (to be implemented by 5 December 2027)
  • Target implementation timelines (month/year)
  • Estimated energy savings per measure
  • Breakdown of savings by organisational purpose
  • Calculation methods used
  • Optional contextual information


This level of transparency aims to support benchmarking and best practice sharing across industries.

Updated Compliance Data Now Live

An updated version of the Phase 3 Notification of Compliance (NOC) dataset is now available – Phase 3 Notification of Compliance Data Publication. It incorporates all submissions up to 5 June 2025 and follows on from the initial publication shared in the February 2025 newsletter (Issue 34).

Help Shape Future ESOS Reporting Tools

DESNZ is exploring new ways to present ESOS data in a more user-friendly way through a bespoke publication platform. To inform this work, they are inviting ESOS participants to take part in 1-hour remote interviews between 22 July – 1 August.

They’re particularly keen to hear from directors and senior managers, whether or not they’re currently involved with ESOS data. Interviews will be anonymised and require informed consent. If you’re interested in taking part, contact DESNZ for further info.

Compliance Snapshot

  • Over 80% of ESOS participants are now compliant with NOC and action plan requirements.
  • Organisations that haven’t submitted may face enforcement action.
  • It’s not too late to act — if you’ve missed your NOC or action plan deadline, contact the Environment Agency immediately for advice.
