Streamlined Energy and Carbon Reporting (SECR)

What is SECR?

Since its introduction in 2019, SECR makes it mandatory for large organisations, to annually report on their energy and carbon emissions, as well as tracking any measures taken to improve energy efficiency.

Who needs to comply with SECR?

Your business needs to comply with SECR if it meets two of the following criteria:

  • Turnover (or gross income) of £36 million or more,
  • balance sheet assets of £18 million or more,
  • 250 employees or more

What needs to be reported?

UK (and UK offshore) energy use and related Scope 1 & 2 Greenhouse Gas (GHG) emissions.

Scope 1 – Direct emissions
  • Fuel use from transport (where the journey begins or ends in the UK)
  • Combustion of natural gas
Scope 2 – Indirect emissions
  • Electricity purchased and used for operations (not including energy sold on)
Scope 3 – Other indirect emissions
  • Energy use and related emissions from business travel in rental cars or employee owned vehicles where the company is responsible for purchasing the fuel
Intensity metric for year-on-year
  • E.g. Tonnes of CO2e per FTE
Supporting narrative
  • Methodologies used within the calculation
  • Energy efficiency action taken in the year
Voluntary disclosures
  • Wider scope 1 emissions – including other fuel use, refrigerants & manufacturing emissions
  • Scope 3 emissions – upstream and downstream energy use comparison

The Energy Savings Opportunity Scheme (ESOS)

What is ESOS?

ESOS is a mandatory government scheme that requires large businesses to identify energy-saving opportunities and report on least 90%* of their energy usage to the Environment Agency.

*Subject to change in either Phase 3 or ESOS Phase 4

What is the purpose of ESOS?

ESOS gives organisations the opportunity to conduct a review of their energy use and identify ways to improve energy efficiency. This allows businesses to reduce their usage and costs whilst helping to tackle climate change.  Our reporting structure provides carbon savings along with energy reductions, meaning that your ESOS project can act as a means to start a carbon reduction initiative, within your organisation.

Who needs to comply with ESOS phase 3?

Your business needs to comply with ESOS if, on 31 December 2022, it met the definition of a large business as follows:

  • Employs 250 or more people, or
  • Has an annual turnover in excess of £44m and an annual balance sheet total in excess of £38m, or
  • Is an overseas company with a UK registered establishment which has 250 or more UK employees (paying income tax in the UK).

When is the ESOS phase 3 deadline and what happens if my business does not comply in time?

ESOS runs in four-year phases and we are currently in Phase 3 of the scheme. The deadline for phase 3 is 5 June 2024.   Fines can be levied by the Environment Agency for failure to meet the submission deadline. These are likely to be more severe for firms who have been involved with previous phases of ESOS, and did not meet the deadlines for that phase.

What is an ESOS lead assessor?

An ESOS Lead Assessor is someone who meets the approval criteria set out by the Government and is therefore qualified to sign off ESOS reports and projects.

All of our ESOS reports are completed inhouse by our team of experienced and qualified Lead Assessors. Our Lead Assessors have assisted over 100 clients in the previous phase ESOS, in complying with the scheme.

What happens after my business is ESOS compliant?

We can support you to implement the energy efficiency recommendation projects outlined within your Energy Audit reports, provide tailored advice on reducing your business greenhouse gas emissions and a provide a net zero strategy. We also manage your ESOS evidence pack and provide support should you be called to submit this to the Environment Agency.
