A UK-based healthcare services provider delivering clinical services across multiple locations required support to meet PPN 06/21 (now PPN 006) requirements as part of ongoing public sector procurement. In addition to producing a compliant Carbon Reduction Plan, the organisation needed support responding to NHS Evergreen sustainability questionnaires and wider procurement sustainability questions, often under significant time pressure.
Earth Hub was appointed to support the organisation across two consecutive reporting years, providing Carbon Reduction Plan development alongside ongoing procurement sustainability support.
The challenge
The client was required to submit a PPN-compliant Carbon Reduction Plan to support public sector tenders, while also responding to the NHS Evergreen questionnaires and sustainability sections within live bids. With limited internal capacity and tight procurement deadlines, the organisation needed a practical, responsive approach that would deliver accurate documentation quickly, without compromising quality or compliance.
Our approach
In the first reporting year, Earth Hub worked closely with the client to develop their initial PPN 06/21 compliant Carbon Reduction Plan. This included defining organisational and operational boundaries, identifying in-scope emissions, and establishing a defensible emissions baseline. Alongside the Carbon Reduction Plan, Earth Hub supported the completion of NHS Evergreen sustainability questionnaires, ensuring consistency between procurement responses and the underlying carbon data.
Despite the time pressure, the Carbon Reduction Plan and associated procurement documentation were delivered ahead of deadline, allowing the client to proceed confidently with tender submissions.
Earth Hub has continued supporting the organisation into a second reporting year. The Carbon Reduction Plan was updated in line with the revised PPN 006 requirements, with improved emissions data, clearer year-on-year tracking, and updated reduction measures and future actions. Ongoing support was also provided for the NHS Evergreen questionnaires and sustainability responses within tender submissions, ensuring all procurement documentation remained current and aligned.
The results
Across the two reporting years, the organisation achieved a 40% reduction in total in-scope carbon emissions, while maintaining full PPN 06/21 / PPN 006 compliance. The Carbon Reduction Plan was kept up to date and procurement-ready, and the client successfully won public sector tenders using the documentation and responses developed with Earth Hub’s support.
The organisation continues to use its Carbon Reduction Plan and Evergreen sustainability responses with confidence when responding to public sector and healthcare procurement requirements.
